Because there is no such concept in tarot, because they are different aspects of life or of a path. The tarot deck is a whole, and all the cards have their good and bad sides. The Madman is the first card, and it is the one that starts this journey.
The Madman represents someone who wants to change, although he does not know what his destiny is. He is the one who sets out on a journey in spite of criticism. But, the madman must walk and make his journey, to transform himself in each of the arcana in order to find his destiny.
But is the madman more powerful than the magician, the one who can unite heaven and earth and transmute the elements, materialize his desires? Or is he stronger than the emperor who rules with his authority the material world? Or is he more powerful than the priestess who keeps all the secrets of the material and immaterial world? Or is the madman stronger than justice, the devil, or death?
This belief of the madman as the card comes from the movie The Joker, and this idea of freedom, of not listening to criticism, which people often crave, but it is an interpretation of the scriptwriters of the movie. The reality is that in the tarot all the cards have a place and fulfill a function, they all serve a purpose and all represent an aspect of reality, of life, or an archetype.
Thinking of the strongest card, as the most powerful, or the one that beats another is a concept that does not apply in tarot, then you may like one more than another, or have your favorite, we all have a card that resonates with us more, but that is another topic.
